Title: some completed downloads fail to unpack, some incompletes do not download PAR2

Windows XP Pro SP2

By complete I mean I can manually unrar.  First I assumed that files were not unrared with active downloads, then I thought perhaps remaining queued paused downloads were interfering.  But no.

A little less annoying.. sometimes alt.binz will not fetch available PAR2 volumes for incomplete downloads.  I realize it will not attempt to download PAR2 files that would not complete an incomplete download, but I refer to the case where PAR2 downloads would complete a download attempt. 

I have been using Forte Agent for a long time and I have only started using alt.binz in the last month.  I'm hoping my inconsistent results are my fault ;)   I've enabled subfolder creation, and removal of check files upon unpacking.  I have provided screenshots because typing out all the options was a bit tedious.
