Have had this for a long time, and it does go awaya after a few clicks on Continue.
Is there anything needed to housekeep the app. which will remove the message?

Yup, I also get this message but nothing helps...

OK, I just deleted par2info.abz. Started AltBinz. Closed AltBinz. Undeleted par2info.abz. Started AltBinz and everything works fine now. What the hell? ???

I had the same problem/ message with version Alt.Binz 0.31.6
Your solution did not work for me, but what i did was move the folder "misc" to another directory or rename.
Startup Alt.Binz and immediatly close it again it will re-create the "misc" folder, then i replaced the "config.abz" file with my
old (backed up) "config.abz" file so i had my config settings back.
However my server settings/ options were not correctly put back so i had to fill in the information again and everything works fine again

Just got this for the first time with 0.39.14. Tried updating to .15 no changes. Tried the suggestion about deleting the file 'par2info.abz' and this worked! But if I restore it problem comes back so I just left it deleted, my alt.binz still seems to be functioning normally without it.

I am experiencing the same problem,
Was running 0.39.5 but saw the changelog about password rars protection so I wanted to try it out.
Now i keep getting IOError whenever I startup Alt.Binz
Tried deleting the whole appdata folder of alt.binz but I was still getting the error.
