Title: Connection Panel starts hidden

Using 0.39.15, I have the setting "Auto Show/Hide connection panel" enabled.  If I close the program while any tab other than the Download queue is active, the next time I run the program the connection panel starts up hidden.

The AutoShowHideConnectionPanel setting should be overriding the ThreadListVisible setting in the config file at startup.
