Title: Ctrl-Tab issue

Using version 0.39.15, if the program starts up with the Connection Panel visible, the keyboard focus is on the Connection Panel, and the Ctrl-Tab key doesn't work until I switch the focus to the Download queue or the filter edit box (using the Tab key or the mouse).  The F3 key does work.
