Title: Par2 checking problems

User "qinglung" mentioned that:

After manually importing PAR2 sets, new decoded parts are not checked anymore.
It seems fixing my problem caused this?

To test it simply download something. After some parts are downloaded delete the PAR2 set. Then reimport it. Already downloaded parts are checked. New ones not.

Fixed
