Title: 0.27 0.28 doesn't unpause pars

I don't know If I missed the setting somewhere, but I'd be happy, if anyone told me how to enable the system to unpause necessary pars or if anyone had the same problem and knows how to fix it.
I do have a Unrar command enabled but still it doesn't work.
(I don't want to cancel "add pars as paused to que" command, I just want to download them if they are needed)
