Scheduler problems

Hi ..
My first post here..
I've installed Alt.binz 0.25.0 today ..and is the first time I've used it ..
I like the program very much ..and was easy to set up and get working.
I do have a problem with the scheduler though.
Im using ssl and my service is with Astraweb..
My max download speed is around 500 kbps...but I dont seem to be able to set anything in between my max speed and zero ..other than about 40kbs..
If I set the current hour square to black and re-enable scheduler it does indeed slow to zero data transferred..
If I set to no limit (dark green)...and re-enable scheduler ..I get the full 500k ...
any other setting between 10% and 90% ..produces a speed in the region of between 25% and 45% ....but I cannot set any other data rates....for example I would like to restrict to around 200kbs during peak use hours as determined by my isp ..
..this would be a setting around 40% ....but I only ever get about 40kbps..
Is there a problem with this version ...or is there something Im not setting correctly ?
