40 connections but only 1 works

Can somebody help me fix this problem?

I have 40 connections but only one is downloading, the others dont work (the bars fill up to 38,1 KB and stop).
I already talked to my provider but they said that everything is working fine.

What AV/Firewall you have?

You mean speed goes to 38,1 kB/s and then stays there?

yes it stays there on 38,1. Firewall is endpoint protect but turned it off already

Turning off is sometimes not off in their terms :) Only deinstall helps
Does the same happens with lets say 2 connection? It certainly looks like AV or firewall interference.

No that does not work as well
it does not matter if i have less connections

AV scanner? They sometimes have option to scan nntp traffic on port 119.

What happens if you try ssl connection.
