Just cant get it right

Have looked through the forums and I can't find the answer.  Please forgive me if its obvious and i have just not stumbled across it.

I want to be able to throttle alt.binz downloads back just a hair, if left unthrottled alt.binz will quickly use all my bandwidth on my cable connection and im left with an internet connection that is basically unusable.  The key is that im only trying to throttle it back a bit 10% would be perfect so it would max at about 1450 Kbytes.

I have entered a maximum download of 1600 Kbytes under connections, have set my scheduler to have 90% in every single block, and i press scheduler to begin a download.

i would then think that my maximum download would be around 1440. Instead whenever i do this it drops down to 850-1000 Kbytes, it does this regardless of what i put in connection, i have played with it to be as low as 1000 and as high as 15000.

Help... what am i doing wrong?

Yes, it's related to value in connection settings. How many connections do you use?

currently have a total of 14 connections, (7 from a us server, and 7 from a eu server)

For a test can you try 8 connections from just one server

I seem to have stumbled upon a solution,  each time i was adjusting this i was not stopping the download.    I have since tried to adjust the numbers while stopping the download completely and then restarting with scheduler.

Final number is max download of 1700 Kbytes, scheduler set to 90%.  giving me actual download speeds of between 1375-1475 (which is most satisfactory) 

I will give a try to the 8 connections from one server to see if that makes it easier.

Uh scheduler, that's a new moment. Scheduler values override manualy set limit
