Maximum download speed

What is the purpose of the "Maximum download speed" setting under "Connection?"

I have looked at the Altbinz Wiki (https://www.altbinz.net/wiki/Advanced_Setup#Connection) entry for this setting and it does not explain to me why it needs to be set or how one can go about finding out what is the appropriate setting to use.

If I just want to max out whatever connection I am using, what should I set this at?  Looks like the default setting is 55 kB/sec, which is what my software is currently set for.  However, when I download from my news server using 2 simultaneous connections, I am getting upwards of 500 kB/sec.

Can someone please shed some light on this for me?  Thanks.
