Title: Newzbin and RSS

I've been using Newzbin and RSS but I have a couple questions:

1: Do filters check against the newsgroup subject (ie file names) or the newzbin title?
2: Is there any way to deal with Newzbin reports that are status uploading/incomplete... I don't want to download incomplete files.
