Not switching to backup server

I noticed it earlier today though it probably has been happening for a while (been getting incomplete downloads over the last week) that Alt.Binz (0.46) was not switching to the backup server that I have labeled as "Level 1 (Backup)". I switched over to 0.47 and the same thing is happening. Nothing in the settings has changed from today to say last month when the Backup server was working properly.

I'm not sure if anyone else has range into this problem. I've searched the forum but the few that do come up are a few years old now.

edit: What's the best way to ensure that Alt.Binz checks the main server but also the backup server for each article?

Maybe there is maxage restriction for level1 backup?

Both servers are set to 0 for max age. For example I was just downloading an linux ISO (oldest one I could find on one of the nzb sites) and primary provider was not finding any articles, but the client was not switching over to my secondary provider. I changed my secondary to my primary and now the articles are donwloading. (The nzb has articles from 2008).

I did change the setting  (after the issue came up) to increase retries for articles not found but it was still not switching to the secondary server (provider).
