If you happen to have another usenet client installed, a good way to start debugging here would be to try the other client, and if you have the same speeds you know it's not an Alt.Binz issue and that you need to investigate your ISPs traffic management policies more closely - they are getting sneakier by the day - or look into network problems with your usenet provider (post a support ticket with them).
If you're getting higher speeds than Alt.Binz, we know that we need to look at your setup more closely. Some things to try: increase number of threads; try different ports; try SSL connections (your usenet provider should have info about all of these); try completely disabling antivirus and firewall temprorarily, etc.
