Title: Speed Limiter not correct

Ive included 2 shots below - the first shows 'no limit' and therefore my max speed , the second shows when i've clicked the '80%' speed limit and the reduction in speed is far more than u would expect at 80%

Am i missing something ? Im up to date with version 39.9 and on Win7 x64
