Smaller steps/custom speed in speed limiter

Because of download speeds getting higher, the intervals of the speed limiter are increasing too. At my place, soon each step will be 240KB/s. The only reason I use the speed limiter is for other programs to get some air. If I use it, I set it to 90%.

So if possible, having smaller steps like 5% would be nice. Or even better: input window for custom maximum speed.

Would be great, if I could define something like "limit to 200 KB/s" and
switch that on/off.
I've used that with NewsBin quite much and right now it's the only
feature I really miss in AltBinz.
