Title: Implement new PAR2 utility

Is it possible to implement a new PAR2 utility? Looking on the net for a utility to make use of multiple processors I ran into 2 tools, Phpar2 (http://paulhoule.com/phpar2/index.html (http://paulhoule.com/phpar2/index.html)) and par2cmdline 0.4 (http://www.chuchusoft.com/par2_tbb/ (http://www.chuchusoft.com/par2_tbb/)). I haven't tested either of them, but it reads like par2cmdline 0.4 may be more generic in the improvements (both Intel and AMD).
