I think this is too much to ask for Alt.Binz to do itself. I see two different solutions for you:
1.) Assuming you run Windows, get Cfos.speed, an alternative network-driver, where you can assign levels to your programs. In my WinXP-days, it was one of my favourite programs, allowing me to leech and surf without many lags.
2.) Get a decent router, one that allows for QoS. Linksys wrt54gl flashed with tomato would do. You can set the IP of your usenet-provider and make it low priority, and everything you need high. Well, just setting www high should help a lot.
