RSS: Import RSS NZB as Paused

I searched and didn't see anything, if this has been requested already, I apologize.

I just recently started using the RSS downloader, and I thought it would be useful to add maybe a 'P' trigger for the filters to add something to the download queue as paused (for approval later on), instead of only allowing (A) or denying (D).

Found this one doing a "search."  I was also looking for something exactly like this.
